Ma. Cecilia G. Soriano, PhD
Dr. Ma. Cecilia G. Soriano is an expert in economics, fiscal management, decentralization and, more importantly, water sector financing policies and institutional reforms.
She obtained her PhD in Economics from the University of California at Berkeley. She graduated Valedictorian and Magna cum Laude from the Ateneo de Manila University in 1979 with a B.S. in Management Engineering.
She was the Undersecretary of Finance from 1991 to 1998.
In such capacity, she performed various high-level tasks in the areas of international, domestic and local government finance, government corporate affairs and national credit policies. She was seconded to the World Bank’s Board of Directors as Advisor to the Executive Director for Brazil, Colombia and the Philippines.
She continues to provide inputs to government programs and projects as a consultant for various national government agencies, local governments and development partners. In the water sector, she has done studies for the Department of Finance, National Water Resources Board, World Bank, Asian Development Bank, AusAID, GTZ and USAID, She contributes to regional knowledge sharing and capacity building initiatives through organizations such as the Global Water Partnership South East Asia.
