MWSS adds the province of Bulacan in its service area with the implementation of its MWSS North Concession Area project or the Bulacan Bulk Water Project. This was the object of the MOA signing held at the Malacañang Palace on 12 July 2012. Present at the MOA signing were MWSS Administrator Gerardo A. I. Esquivel and Bulacan Governor Wilhelmino Sy-Alvarado in the presence of Executive Secretary Paquito Ochoa, DPWH Secretary Rogelio Singson and LWUA Chairman Rene Villa.
Legal Basis. The project, which is a component of the Water Security Legacy program of MWSS, draws its legal basis from the MWSS Charter which gives to MWSS the power to determine and declare other contiguous areas as part of its service area. A series of board resolutions was passed by the MWSS Board relative to the inclusion of Bulacan in its service area starting from 1992. On March 8, 2012, the MWSS Board passed Resolution No. 2012-024, declaring the Bulacan Province as a separate Concession Area, and resolving to undertake the Project through open competitive bidding. On June 14, 2012, the MWSS Board passed Resolution No. 2012-075, approving in principle the proposed MOA between MWSS and the PGB, and authorizing the Administrator to execute and sign the MOA for and in behalf of the System.
Project Scope. The project consists of the construction of the following water facilities: a) Water Treatment Plant, b) Treated Water Reservoir, c) Booster Pump Stations, d) Treated Water Transmission Mains and, e) Interconnection to the water districts’ trunk lines. All twenty-two (22) towns of Bulacan are envisioned to be served an estimated 230 MLD of water benefitting some 1.9 million people. The Cooperation Period is set for 25 years.
Status. The MOA between MWSS and PGB was signed on July 12, 2012 at Malacaňang. The PPP Center has created a Special Bids and Awards Committee to handle the procurement activities for the Transaction Advisory Services (TAS) which is expected to be on board 60 calendar days after the Request for Proposal (RFP) is issued by the PPP Center scheduled on August 2012.
