MWSS inaugurates the Angat Water Utilization and Improvement Project (AWUAIP) – Phase 2 at the La Mesa Portal on 17 July 2012. President Benigno S. Aquino III led the inauguration and blessing of the MWSS’ the 5.3 billion project. AWUAIP Phase 2 ensures the conveyance of raw water from Angat Dam to La Mesa Dam all the way to the treatment plants in La Mesa and Balara as it rehabilitated and repaired the leaking Aqueduct 5. The estimated 394 million liters of water lost daily due to the leaks which are now recovered can now be used to augment supply and water availability especially in expansion areas in Rizal, Cavite and Bulacan provinces.
Funded by the Chinese government thru the Preferential Buyer’s Credit Loan Agreement from the Export-Import bank of China, the project was finished eight months ahead of schedule resulting from efficient project management and advanced construction methodology of the contractor, China International Water and Electric Corporation.
“Nagpapasalamat po tayo sa pondong ipinagkaloob ng bansang Tsina upang maisakatuparan ang mahalagang proyektong ito…” said the President in thanking the Chinese government.
Perhaps, for MWSS, the project signified a vindication of sorts as the President took notice of the positive changes and reforms at the MWSS since the assumption of the new administration. Said the President in his speech “Hindi lang ninyo pinapaunlad ang kapasidad ng MWSS, ibinalik din ninyo and integridad sa inyong tanggapan…Noong 2010, 34 million pesos and nalugi sa inyong tanggapan, pero dahil sa maigting na pagpapatupad ng mga reporma, umabot ng 330 million pesos and kita ng MWSS nitong 2011….Nabayaran na rin po ninyo ng kabuuang 236 million pesos, ang mahigit isang libong retirees noong nakaraang taon….150 million pesos ang ibinahagi ninyong dibidendo sa gobyerno na magsisilbing pondo sa ating serbisyo-publiko.”
The project is actually part and the first completed output of the larger and encompassing Water Security Legacy Program (WSLP) of the MWSS. The WSLP embarks on a grand synergy of efforts, along with other concerned institutions, towards providing a legacy in intergenerational equity for the benefit of the 15 million constituents in MWSS’ service area. It seeks to address key issues/opportunities on 7 agreed focus areas affecting water, namely: 1) Water Infrastructure Development and Resource Management Protection, 2) Sewerage and Sanitation, 3) Water Efficiency, 4) Communications and Knowledge Management Plan ,5) Business Plan Review, 6) Partnership Building and, 7) Business Continuity. Major on-going projects under the WSLP are the New Water Sources Project, Watershed Management Program, the Bulacan Bulk Water project and the Angat Dam Remediation project. In the pipeline are the Operation and Maintenance of Auxiliary Turbines 4 & 5 of the Angat Hydroelectric Power Plant, Umiray-Angat Transbasin Project and the Sumag Diversion Project, among others.
Meanwhile, the AWUAIP Phase 3 Project which will dovetail the just completed AWUAIP Phase 2 Project is also on the works, with ADB funding for the feasibility study already committed. The study will look into the structural strength of the first four aqueducts with the end-in-view of improving it.
