The 22-years of MWSS –Manila Water partnership in implementing projects mirrors the PPP’s success as a harbinger of a golden age of water infrastructure buildup.   NBAQ4 is a classic example,   it being the largest water supply infrastructure project in Metro Manila today to be constructed by Manila Water.

Even before the construction preparations, the MWSS and MWC have been managing the many challenges and complications attendant to such a huge infrastructure project.   MWSS has supported MWC in consultations with the Philippine Commission for the Urban Poor, Quezon City Local Government, Commission on Human Rights, Metro Manila Development Authority, Department of Interior and Local Government and other government agencies to ensure that the project moves forward in the right way.  True project implementation success, after all, can only happen through continued stakeholder involvement, and cooperative decision making.

9 December 2019 marked the official start-up of excavation using the tunnel boring machine for the 7.3 km long and 3.1 diameter tunnels and underground aqueduct that will pass under Commonwealth Avenue.  The aqueduct will have a conveyance capacity of 1000 million liters per day and will be the fourth aqueduct from the La Mesa Reservoir to the Balara Treatment Plants 1 and 2. The Project shall provide a new aqueduct to enable the sequential temporary service suspension of the existing aqueducts for inspection, assessment and subsequent rehabilitation.

Target completion for the project is in 2021.
