MWSS has accepted the pre-qualification bids of three (3) bidders which submitted their respective pre-qualification (PQ) bid documents for the New Centennial Water Source–Kaliwa Dam Project (NCWS-KDP) on 06 April 2015, the submission deadline date. Actually, eight (8) prospective bidders expressed interest by buying the PQ documents but only Megawide Construction Corporation, Abeima and San Miguel Holdings Corporation submitted. The bid submissions of all three bidders were declared complete by MWSS during the opening of bids held on the same day.

The PQ documents will be subjected to a detailed evaluation by the Pre-Qualifications, Bids and Awards Committee (PBAC) to determine whether or not they passed the legal, technical and financial capability requirements of the project. All pre-qualified bidders will be notified in order to proceed to the next stage of bidding, the submission of the financial and technical proposals, which evaluation will determine the winning contractor.

The NCWSP-KDP aims to add about 600 MLD of raw water to the current water supply in the service area of the MWSS. The project will be offered under a Build-and-Transfer contractual arrangement pursuant to Section 2(c) of Republic Act  6957, otherwise known as the BOT Law. The winning proponent is expected to finance, design and construct the Project and transfer the same to MWSS upon Final Acceptance.
