President Aquino delivers keynote speech for the event.

MWSS signs MOA/contract for the Bulacan Bulk Water Supply Project (BBWSP) with winning bidder SMC-KWater consortium on 15 January 2016. The program for the MOA signing was hosted by the Provincial Government of Bulacan and was held at the Barcie International Center in Malolos, Bulacan with President Aquino gracing the occasion and giving the keynote speech. Also attending the occasion were PGB’s Gov. Wilhelmino Sy-Alvarado and Vice Gov. Dan Fernando, MWSS Administrator Gerardo A.I. Esquivel, SMC Chairman Ramon Ang, Finance Secretary Cesar Purisima, LWUA Administrator Andres Ibarra, NHA Administrator Sim Poroso Pagunsan, and  HUDCC Chairman Chito Cruz, among others.

Four  contracts were actually signed in the event: (a) Concession Agreement between MWSS and winning concessionaire SMC-KWater consortium (now known as Luzon Clear Water Development Corporation), (b) Contract to Sell between National Housing Authority, concessionaire and MWSS, (c) MOA between MWSS, concessionaire and the Provincial Government of Bulacan (PGB) and, (d) Memorandum Agreement (MOA) between the twelve water districts (comprising stages 1 and 2), MWSS and SMC-KWater.

The BBWSP which is the first water project under the Public-Private Partnership of government (PPP) will benefit an estimated 3.4 million people of Bulacan as the residents do not have to rely solely on ground water for their water supply. To be implemented under a 30-year concession agreement, the project involves the development of water resources, conveyance facilities and water treatment facilities for potable bulk water supply of Bulacan through the various water districts in Bulacan.

The project is divided into three stages with stages 1 and 2 covering 13 water districts and water source coming from the Angat Dam. Stage 1 is targeted for implementation (after completion of construction activities) by December 2017 and stage 2 by June 2018.
